Jurisdiction: NC Department of State Treasurer

University: Western Carolina University

Hometown: Cullowhee, NC

Roman Creasy serves as a Lead for North Carolina Fellow with the North Carolina Department of State Treasurer, where he supports public access to local government debt information, fiscally distressed units, and the modernization of debt management systems. During his fellowship, Roman will help create a statewide debt heat map and other online resources that make approved debt issuances, financing amounts, and related projects easier for local governments and the public to understand. He will also support debt transactions involving local governments on the Unit Assistance List or experiencing Financial Performance Indicators of Concern by analyzing fiscal conditions, contributing to corrective action planning, and providing technical assistance to help these communities address financial distress and secure needed financing. In addition, Roman will assist with the evaluation and transition to a new debt management software system by reviewing requests for qualifications, assessing product specifications, and participating in implementation working groups. Through these projects, he is gaining hands-on experience in local government finance, debt management, public procurement, fiscal analysis, spatial analysis, data visualization, risk management, intergovernmental collaboration, and technical communication.

Roman Creasy earned degrees in Finance from Western Carolina University and Villanova University. A graduate research assistant and co-manager of a student-run investment fund, Roman enjoys using data and analytical tools to solve complex problems. As a Lead for NC Fellow with the Department of State Treasurer, Roman is excited to bring those skills back home to serve North Carolina.
