Richard Livingston served his fellowship with Washington County. He was responsible for Washington County’s redistricting plan; previously, the county had not redistricted for two decades. Livingston also wrote a capital improvement plan that centralizes the large capital needs of the County.

Livingston graduated as a Morehead-Cain scholar with honors and distinction from UNC-Chapel Hill. He earned bachelor’s degrees in health policy and management and geography and a certificate in community preparedness and disaster management.
