Keegan Rapp served his fellowship in Granville County, where he established a food security program and implemented it in libraries across the county. Rapp worked to install empty refrigerators in public libraries, creating a self-sustaining network of fresh produce for underserved community members. The success of “Farm to Fridge” was acknowledged by Sec. Reid Wilson of the North Carolina Department of Natural and Cultural Resources. Additionally, Rapp laid the groundwork to establish a youth advisory council, aiming to promote civic engagement among young people.

Rapp graduated magna cum laude from Queens University of Charlotte. At Queens, he studied abroad for a semester in Sweden through the John Belk International Program and was sponsored to attend the Washington Center Academic Internship program. Rapp was also awarded the Diversity Inclusion Civic Engagement award and was inducted into Pi Sigma Alpha honor society. Keegan had previous experience with pre-college programming for high school students and was an AmeriCorps NCCC team leader in rural Colorado.
