Keegan served his fellowship in the City of Kinston, where he created the City’s ADA transition plan and evaluated all city infrastructure to ensure compliance. Huynh’s plan provided the City with a blueprint to ensure that all public spaces are renovated with accessibility in mind. Additionally, Keegan was the leader and facilitator of Kinston 101, a citizen engagement initiative to ensure community members have a greater understanding of town hall operations.

Keegan graduated with bachelor’s degrees in political science and Spanish and a pre-law minor from UNC-Wilmington. While at UNCW, he received honors for his academic achievements, including induction into Phi Sigma Alpha and Sigma Delta Phi. His college studies also allowed him to gain experience working on various political campaigns at both the state and national level. After college, he worked extensively with North Carolina’s undocumented immigrant community as an immigration law paralegal. During his free time, he volunteered as an ESL tutor and served as the second vice chair of his local precinct in the New Hanover County Democratic Party.
