Jackie Brice serves as a Lead for North Carolina Fellow with the Cape Fear Council of Governments, where she supports regional homelessness planning, federal program oversight, and data-informed decision-making. During her fellowship, Jackie will lead a comprehensive needs and gaps assessment for the Cape Fear Homeless Continuum of Care, using HMIS and other system data alongside stakeholder interviews to identify service gaps, housing needs, geographic disparities, and priorities for investment, particularly in Brunswick and Pender counties. She will also help strengthen monitoring and compliance processes for federally funded homelessness programs by reviewing HUD requirements, participating in monitoring activities, improving documentation, and developing standardized tools that better connect compliance oversight with program performance. In addition, Jackie will create a sustainable HMIS data analytics and performance reporting framework that includes dashboards, data briefs, visualizations, and recurring reports to help local governments, service providers, funders, and Continuum of Care leadership better understand homelessness trends and outcomes. Through these projects, she is gaining hands-on experience in regional planning, homelessness policy, federal grant administration, compliance monitoring, data analysis and visualization, performance management, stakeholder engagement, strategic planning, and translating complex information into actionable recommendations.

Jackie Brice graduated magna cum laude from West Virginia University with degrees in Philosophy and Political Science and a minor in Religious Studies. Academic interests in international relations and political theory led to award-winning research and experiences with the College of Law’s Clinical Law Program.
