Ally Fouts served her fellowship in Harnett County, where she led the County’s opioid task force and the strategic planning process for opioid allocation funding. Fouts managed grant funding from the State, handling contracts, fund transfers, and quarterly reporting for 46 subrecipients. Her oversight of American Rescue Plan Act (ARPA) compliance and expenditure tracking added capacity to the Finance office and enhanced the reporting process. She also implemented tracking mechanisms for ARPA-funded projects, which were extended for monitoring other County projects with different funding sources.

Fouts graduated summa cum laude from UNC-Asheville. Her independent undergraduate research explored how residents of Asheville perceive and value the city’s urban tree canopy.
