Biography

Richard Livingston served his fellowship with Washington County. He was responsible for Washington County’s redistricting plan; previously, the county had not redistricted for two decades. He redesigned the County’s website and brought in grant funding for projects, including $50 million to build a new school in the county and $230K in reserves for vulnerable utilities. Livingston also wrote a capital improvement plan that centralizes the large capital needs of the County.

Before LFNC

Livingston graduated as a Morehead-Cain scholar with honors and distinction from UNC-Chapel Hill. He earned bachelor’s degrees in health policy and management and geography and a certificate in community preparedness and disaster management.
