Bray Guest serves as a Lead for North Carolina Fellow with Morehead City, where he supports internal operations, legal and accessibility compliance, and long-term financial planning. During his fellowship, Bray will establish a centralized policy repository in SharePoint, review City policies for necessary legal and compliance updates, and standardize policy documents to improve organizational efficiency and access across departments. He will also assess the City’s public-facing digital platforms for compliance with the Americans with Disabilities Act and Web Content Accessibility Guidelines, interpret accessibility assessments, and help implement updates that make digital information and services more accessible to residents. In addition, Bray will help develop and formalize a Capital Planning Program by researching policies from comparable municipalities, updating capital project criteria, and supporting the creation of a committee and guidelines for evaluating future investments. Through these projects, he is gaining hands-on experience in local government policy development, regulatory compliance, digital accessibility, organizational operations, capital planning, public finance, cross-departmental collaboration, and policy writing while helping Morehead City strengthen its internal systems and public services.

Bray Guest serves as the Lead for North Carolina Fellow for the Town of Morehead City. A highest distinction graduate of UNC-Chapel Hill, Bray previously interned in the Governor’s Office of Boards and Commissions and is passionate about community-based solutions and local government service.
